Planning Board

The Planning Board is created pursuant to the New Jersey Municipal Land Use Law, N.J.S.A. 40:55D. It is a volunteer board comprised of nine (9) regular members and two (2) alternate members, all appointed by the Township Council or Mayor.

The powers of the Planning Board include the following:

  • Adopt a Master Plan
  • Hear applications and make decisions on Subdivisions, Site Plans and Conditional Uses
  • Adopt the Official Map
  • Prepare a Capital Improvement Program
  • Advise Township Council on changes to Land Use Ordinance.

In most cases a proposal for land use begins with an application which is filed in the Office of Community Development. Applications conforming to Township zoning are considered by the Planning Board. Non-conforming land use proposals are considered by the Zoning Board. Pursuant to the Municipal Land Use Law, the Township imposes an applicant fees and costs to recover expenses incurred in processing applications. Depending on the schedule of the Planning Board and complexity of the application, the period to complete the process is between three (3) and nine (9) months. Assistance in the application process is available in the Office of Community Development.

Meetings are held in the Township Municipal Building, Lower Level Conference Room, generally the first and third Monday of each month and begin at 7:00 p.m.

Zoning Board of Adjustment

The Zoning Board of Adjustment is responsible for considering applications that require exceptions from standards in the Township's Land Use Ordinance. This body also hears appeals from decisions made by the Township's Zoning Officer. Pursuant to the Municipal Land Use Law, the Township imposes on an applicant fees and costs to recover expenses incurred in processing applications. Depending on the schedule of the Zoning Board and complexity of the application, the period to complete the process is between two (2) and nine (9) months. Assistance in the application process is available in the Office of Community Development.

2013 Zoning Board Meeting Schedule

Residential Improvements

The Zoning Officer is typically the first municipal official with whom a property owner meets in the process of making an application for land use. The Zoning Officer reviews and approves (if in accordance with standards in the Land Use Ordinance) applications for the following:

  • Additions to existing structures
  • Construction of a new structure
  • Construction of accessory structures including garages, tool shed, swimming pools, tennis courts, etc.
  • Installation of fences (only permits required for certain fences)
  • Signage for non-residential usage
  • Approval for Certificate of Occupancy for non-residential uses.

Before the Construction Office can issue a building permit, the Zoning Officer must determine compliance with residential site standards for the installation/construction of fences, sheds, decks, pools, or building additions. To make that determination the Zoning Officer requires the following along with the appropriate application:

FENCES

Two (2) copies of the property survey with the location of the fence drawn on it, and signed copy of zoning form on fences. Under certain conditions, fences will be allowed in easement areas.

SHEDS

Three (3) copies of the property survey with the location of the shed drawn to scale; also list the height and square footage of the shed.

DECKS/PATIOS

Three (3) copies of the property survey with the location and dimensions of the deck drawn to scale.

POOLS

For both above-ground and in-ground pools, provide three (3) copies of property survey showing location of pool drawn to scale. All pool areas must be surrounded by a fence and must be shown on survey.

ADDITIONS

Three (3) copies of the property survey with the location and dimensions of the addition drawn to scale. The Zoning Officer will determine if minimum setbacks are met, and the Municipal Engineer will, on an as-needed basis, determine if a grading plan is necessary. Questions should be directed to the Zoning Officer.

The Zoning Officer also is responsible for interpretation and enforcement of the Township Land Use Ordinance.
